Buying a lot, can you even get a dock if it never had one?

Looking at a lot near the lake and trying to do my homework before I sign anything. Some old Reddit comment says if the lot never had a dock, you can't add one. Never. Reddit being Reddit, I'm taking that with a big grain of salt, but I'd rather not find out after closing that I bought a very expensive view of a mudbank. 😅

Anyone here actually gone through the Shoreline Use Permit process with the Corps? How painful was it, and how long did it take? Does it matter if the lot is the kind that never had one, or is that just internet folklore?

I poked around the Corps of Engineers Greers Ferry Lake page and didn't find a straight answer. I'm already going to be paying property tax on this thing, so I'd like to know what I'm getting for it.

Not asking anyone to promise me anything, just what you went through or what a neighbor went through.
